A Phantom Knight may fly over water without stopping, pass over figures without becoming engaged, and fly over obstacles such as ruins. If a Phantom Knight is engaged when it starts to fly, it will not take any leaving engagement attacks.

The Phantom Knights are a new squad for Utgar. They were righteous knights in a previous life, but are tormented by their new ethereal form. With STEALTH FLYING and INSUBSTANTIAL 3, they can fly around the battlefield, almost invisible to any ranged attacks, and strike with height when they find their chance. But they haven't truly forgotten who they once were. As such, they are still KNIGHTS and will help to bolster Sir Dupuis if they happen to be drafted together.
